Was he a good leader?
Overall, he was a really good leader because he unified China and the people of China obeyed him (except for the assassins). Although throughout his life, he might have been greedy and ruthless, he was a powerful king. His search for immortality might have been failed, his appearance was inspiring. The structures that shocked the world such as the Terracotta Warriors and the Great Wall of China. Thanks to him, China became cultural. Ancient China used to be uncultured and plain so he made their history as the first emperor of China. Although some might say his treatments were harsh, it was needed for his country. Besides, he wasn't sitting back in his palace relaxing during the wars, he was also participating.
